2025 California Housing Market Forecast: A New Wave of Opportunities

The CALIFORNIA ASSOCIATION OF REALTORS® (C.A.R.) recently released its 2025 Economic & Housing Market Forecast, and the outlook for the Golden State's housing market is looking bright. With interest rates expected to dip further, both home sales and prices are projected to rise, creating opportunities for both buyers and sellers in the coming year.

 

Rising Home Sales and Improved Inventory


In 2025, California is expected to see more buyers and sellers return to the market, driven by an improving economic environment and easing mortgage rates. C.A.R. projects that existing single-family home sales will increase by 10.5%, reaching 304,400 units compared to 275,400 units in 2024. The increase in supply will provide much-needed breathing room for buyers while ensuring that the competition remains strong.

However, the projected increase in supply doesn’t mean inventory will become plentiful. While more homes are expected to hit the market, listings will still fall below historical norms. This dynamic suggests that while buyers will have more options, the competitive nature of the market will persist.



Price Growth Continues, But at a Moderate Pace


After experiencing significant price growth in recent years, California's median home price is forecast to rise by a more modest 4.6% in 2025, bringing it to $909,400. The previous year saw a stronger increase of 6.8%, highlighting a trend of normalizing growth as the market begins to stabilize.

A persistent shortage of homes continues to be the driving factor behind the steady rise in prices. The expected price increase indicates that demand will remain strong, fueled by an easing of the "lock-in effect" — a situation where homeowners hesitate to sell due to fears of not being able to secure affordable financing for their next home. With lower borrowing costs expected next year, more sellers will likely feel comfortable listing their homes, leading to increased movement in the market.



Interest Rates: A Game Changer


Mortgage interest rates are forecast to average 5.9% in 2025, down from the projected 6.6% in 2024. Though still above the ultra-low rates seen during the pandemic, these figures remain below the long-term average of 8%. The decline in rates is expected to be a key factor in driving both buyer demand and market activity in 2025.
